Anyone from NJ wanna chime in?
Edit - NJ also apparently had their left lane fine nearly doubled to between $100-$300 for lingering in the left lane. The state patrol issued 4200 citations for left lane violations in 2012. Good stuff.

Not as dramatic as it needs to be, but a step in the right direction.

I don't care. Honestly it wont do anything. People will still hog the left lane, and I'll still have to overtake using the right lane.
Here's the TurboSloth plan. First, we make tolls on the Parkway and Turnpike significantly higher. Less people will use these roads, and we can get better pavement. Next, we institute an 80mph speed limit on the right lanes. The left lane will then be a speed-limit-free zone. As fast as you can push your car on the left lane.
You should only be able to ride the left lane if you are in an excess of 90 mph. If you're going slower than that, get on the right.

All of these people should be in the right lanes until they're ready to pass.

I think the speed limit should be higher, but honestly, and being from NJ, I know, the speed limit doesn't matter. I do 80 and still get passed all the time... raising it will make people go even faster, which will be dangerous. NJ drivers do not follow speed limits, or any real driving rules for that matter.

As much as I wish this was possible, it won't work. The majority of drivers here are morons and wont understand the concept.
It's different in a country like Germany. They have different standards for driving. When you're on the Autobahn, everyone knows what they're doing, and what they're supposed to be doing.
They should just have make the turnpike and the parkway special access for "experienced or qualified" drivers. That would be fun haha. Make you take like a Skip Barber class or something, then unrestrict the speed.

State and municipalities will also probably lose revenue.

It's horrible. They should have a driving exam for just taking highways. The test would basically be at a high speed ring.

I actually don't think people will drive much faster. There will always be people who are going to drive crazy fast, whether the limit is 60 or 80. My guess is that those people drive 75 when the limit is 60 and 83 when the limit is 80.
There are a lot of sections of highway in Texas where the limit is 75 or 80, and surprisingly, a lot of people don't even get close. Usually in those sections, I feel like the limit is fast enough so I just set the cruise right at it. Even then, I find myself moving left (or annoyingly, right) to pass other drivers who seem content to drive 5 under when the limit is high.

I don't know if a high speed ring is the right way to test highway driving skills (especially merging, which few people do properly), but otherwise I agree.
In some countries, P plates are speed-rated (with the speed marked on the plate), so initially you're not allowed to drive on roads with a limit higher than 80 kph (increased this year to 90 in NSW Australia), ruling out anything like the Turnpike. Once you've proven yourself with that plate, you move up to a 100 or 110 plate.

Alright, no high speed ring. Instead, we have a BATTLE-ROYALE-RACE TO THE DEATH (or at least to the crash.). LAST MAN STANDING (or at least first one to the finish line with least penalties) GETS TO DRIVE ON THE HIGHWAY.

On the turnpike the speed limit is completely irrelevant. 90 is fairly routine in the left lane, so, right on if you wanna change it, but there is no major need.

Sounds good to me. When do we start?
